Working definition

Content design treats content as a design object: what to say, in what order, with which words, so someone can complete a task.

It meets Information Architecture in labeling and taxonomy: a category name is a content decision as much as a structural one.

Distinction

IA decides which things exist and how they relate. Content design decides how those things are expressed when someone finds them.
